Our Board of Education

Our school board is a nonpartisan board whose members are elected to serve the students, school districts, and residents of Livingston County.  They are elected officials responsible for establishing the policies, curriculum, and budget needed to accomplish the Agency’s vision and mission.  A nonpartisan structure allows our school board members to focus on the needs of our students and the community, free from political party agendas.

LuAnn Loy, President

LuAnn Loy is a resident of Brighton, has been a member of the Livingston ESA Board of Education since 2005, and has served as our Board President since 2014.  LuAnn is a graduate of Michigan State University and is a US Army Veteran. She is an experienced Human Resources Professional, Executive Recruiter, and Corporate Trainer.

LuAnn believes that every student deserves a quality education and is committed to advancing positive outcomes for Livingston County students.

She has served on the State Board of Education’s Identifying Barriers to Inclusive Education Recommendations Committee, Alliance for Full Participation, the State of Michigan Team Task Force, assigned to identify critical issues affecting people with disabilities and to help establish national strategic social & policy goals, the Livingston Technical Academy Board of Education, the Imagination Station (Brighton, MI) Planning Committee, Disability Issues, and the Community Advisory Committee or the Developmental Disabilities Institute, Wayne State University since 1996.

LuAnn’s three adult children and grandchild are graduates of Brighton Area Schools, and she has two grandchildren currently attending Brighton Area Schools.

Don Cortez, Vice President

Don Cortez is a resident of Howell and a local business owner.  In addition to serving as Vice President on the Livingston ESA Board of Education, he serves as President of the Howell Education Foundation for Howell Public Schools and is the past President of
the Howell Area Chamber of Commerce and currently serves on the Howell Area Chamber Foundation Board.

Don is passionate about creating and providing exemplary educational opportunities for our students.  Don’s experience with leadership over the years will continue to provide a forward-thinking environment for our staff and students in Livingston County.

Don, and his wife Sandie, have three adult children that are graduates of Howell Public Schools.

Harold Fryer, Secretary

Harold Fryer, current Secretary of the Board of Education, resides in Cohoctah Township in the Fowlerville Community School district. He has one daughter who graduated from Fowlerville schools.

Harold has served twenty-two years on the Livingston ESA Board of Education at some time or another in every official capacity. Concurrently and prior to that, Harold spent twelve years on the Fowlerville Board of Education. During his tenure at Livingston ESA, Harold served as chairperson for Livingston County’s School to Work and Career Preparation Program activities. He was also the education community’s representative on Livingston County’s Workforce Development Council.

After graduating from Benton Harbor High School in 1967, Harold served in the US Army, including a tour in Viet Nam, attended college, married, and made a career in business, specializing primarily in Purchasing and Supply Chain Management. Harold is currently employed as a Purchaser for Salem Distributors, a division of General RV in Wixom.

As a Board member, Harold’s educational philosophy is simple: He believes in “Equal Educational Opportunity for All,” for it is only through equal opportunity that we will develop the best talents in each of us and make ourselves better persons and our communities better places to live and work.

Gary Kaiser, Treasurer

Gary Kaiser is a resident of Pinckney, a Michigan State University graduate, and is a retired Hospital Food Service Director and a former member of the Pinckney Community Schools Board of Education.  Gary serves as Treasurer for the Livingston ESA Board of Education and has served in this capacity for over 15 years.

Gary is passionate about promoting positive educational outcomes for the students of Livingston County.

Gary has two adult sons, both graduates of Pinckney Community Schools, and is married to Deb, a former speech-language pathologist with Livingston ESA.

Eileen Jankowski
Trustee

Eileen Jankowski, Trustee

Eileen Jankowski is a resident of Hartland and has recently retired from her professional work as a Personal Lines/ Operations Manager at Brown & Brown of Michigan, Inc.  Eileen has been a member of the Livingston ESA Board of Education since 2017 and serves as Trustee.
 
Eileen is committed to students finding opportunities that maximize their personal growth and advancing the ways Livingston ESA can best serve all Livingston County students.
 
Eileen served nine years as a Hartland Consolidated Schools Board of Education member and was President of that board for two years.  She has donated her time to various community organizations, including Leadership Livingston, the American Cancer Society Relay for Life, and previously volunteered at the Bountiful Harvest food bank.
 
Eileen’s two adult children are graduates of Hartland Consolidated Schools.
